The new rules require providers that participate in Medicare or Medicaid to have emergency preparedness programs in place that include four main elements:
- emergency plans based on risk assessment using an all-hazards approach
- policies and procedures based on the plan and risk assessment
- emergency communications planning
- training and testing for staff
