Matter of Rights helps skilled nursing facilities provide required residents’ rights information to their residents in an attractive, easy-to-understand booklet. It contains important information for individuals who are residents in a long-term care facility. It outlines their rights and what to do if they feel those rights have been violated. A Matter of Rights has been used nationally by long-term care facilities that participate in either Medicare or Medicaid since 1991, and has been revised and updated continuously since.

In addition to giving the booklet a new, more contemporary look, we have revised and reorganized its content in light of the new LTC Conditions of Participation (42 C.F.R. § 483).

Nondiscrimination Policy

We’ve added information that the Office of Civil Rights of the U.S. Department of Health and Human Services now requires, including the following statements:

  • Your facility does not discriminate on the basis of race, color, national origin, age, disability, or sex.
  • A person who feels their right to equal treatment has not been fully protected may file a complaint with the facility or with the Office of Civil Rights.
